President Rodrigo Duterte during the 27th Cabinet meeting in Malacañang last night, decided to certify the bill that would give a universal healthcare coverage to all Filipinos “as urgent’. With Duterte’s certification, the Senate will be hasten to pass its version. The Universal healthcare bill was already approved on the House of Representatives in September 2017, however, it’s counterpart bill in the Senate is still pending as of writing. Under the approved version of the House, every Filipino will be automatically included in the National Health Security program, which gives them all its benefits, from medical to mental health services. The Philippine Health Insurance Corp. PhilHealth will also be replaced by Philippine Health Security Corp. that will become the national purchaser of health services. The membership will be divided into two types, contributory (for those who has the capacity to pay) and non-contributory (where the government will be the one to fund the cost of the member’s medical expenses). According to Presidential spokesperson Harry Roque, the bill would also lower the cost of medicines.
