The national ID system shall cover all government IDs condensing it to one Filipino Card that shall contain informations authentication the existence of a person as a Filipino citizen such as name, birthdate, gender, date of ID issuance, printed signature and the biometric data. The ID shall be compulsory and will be life-long. The replacement, reissuance and renewal of it will only be under certain circumstances such as reaching ages 18 and 60, marriage, change of names and the destruction of the card.

"The national identification card will lower costs, streamline transactions, and provide ease and convenience." Belmonte said.

Belmonte noted that the Philippines is among the only nine countries that have not established a national ID system. With the establishment of the said system, the government hopes to better the service provided to the Filipinos and larger the extent of its services making it more efficient. The fear of some in regards to possible privacy rights violation had been disputed by a few backers saying that the disclosure of informations shall be limited and under authorized circumstances only.
